Presidential Determination Rumour – Palestinian Resettlement in US

by Brett M. Christensen

According to this protest message, US President Barack Obama signed a Presidential Determination allowing “hundreds of thousands of Palestinians” to resettle in the United States.

It claims that the Presidential Determination appeared in the Federal Register on February 4, 2009. The message questions the wisdom of the decision and complains that many people who support Hamas and extremist tactics will be allowed to move to the US and will even be provided with housing and food allowances.

By the authority vested in me by the Constitution and the laws of the United States, including section 2(c)(1) of the Migration and Refugee Assistance Act of 1962 (the “Act”), as amended (22 U.S.C. 2601), I hereby determine, pursuant to section 2(c)(1) of the Act, that it is important to the national interest to furnish assistance under the Act in an amount not to exceed $20.3 million from the United States Emergency Refugee and Migration Assistance Fund for the purpose of meeting unexpected and urgent refugee and migration needs, including by contributions to international, governmental, and nongovernmental organizations and payment of administrative expenses of Bureau of Population, Refugees, and Migration of the Department of State, related to humanitarian needs of Palestinian refugees and conflict victims in Gaza

However the claims in the message are untrue. President Obama did sign a Presidential Determination on January 27 with the title “Unexpected Urgent Refugee and Migration Needs Related To Gaza”.
However, the Determination says nothing whatsoever about helping hundreds of thousands of Palestinians to resettle in the United States. Instead, it simply states that $20.3 million is to be made available for the purpose of meeting unexpected and urgent refugee and migration needs. A full copy of the Presidential Determination is included below:

A January 30 article published on the US Department of State website explains what the money will be used for:

President Barack Obama has authorized the use of $20.3 million from the U.S. Emergency Refugee and Migration Assistance (ERMA) Fund to address critical post-conflict humanitarian needs in Gaza. U.S. Government support for humanitarian assistance to Palestinian refugees and conflict victims now totals nearly $120 million in FY 2009, including nearly $60 million in Gaza.

Of the $20.3 million in new ERMA funds, $13.5 million will go to the U.N. Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), $6 million to the International Committee of the Red Cross (ICRC), and $800,000 to the U.N. Office for the Coordination of Humanitarian Affairs (OCHA). These organizations are distributing emergency food assistance, providing medical assistance and temporary shelter, creating temporary employment, and restoring access to electricity and potable water to the people of Gaza.

Thus, there is simply no truth to the claims in the message. Alas, the misinformation has already travelled far and wide via email and the Internet, with many bloggers and social networkers irately castigating the President’s supposed decision, apparently without having bothered to check the veracity of the information. Unfortunately, even some media outlets have mistakenly reported the story as true.

It is perhaps possible that the unknown author of the piece has simply misinterpreted the information in the Presidential Determination. However, it seems considerably more likely that the message is a deliberate and wilful attempt to spread misinformation and malcontent.

Example:(Submitted, February 2009)

Subject: FW: Whatever happened to “checks and balances”?

President Barack Obama has signed an executive order presidential determination allowing hundreds of thousands of Palestinians to resettle in the United States . Sure, what can go wrong when we allow hundreds of thousands of people who have been, as Mark Steyn memorably described, “marinated” in a “sick death cult,” who voted for Hamas, and 55% of whom support suicide bombings live here and at the American taxpayers’ expense:

By executive order, President Barack Obama has ordered the expenditure of $20.3 million in migration assistance to the Palestinian refugees and conflict victims in Gaza .

The “presidential determination” which allows hundreds of thousands of Palestinians with ties to Hamas to resettle in the United States was signed on January 27 and appeared in the Federal Register on February 4.

President Obama’s decision, according to the Register, was necessitated by “the urgent refugee and migration needs” of the “victims.”

Few on Capitol Hill took note that the order provides a free ticket replete with housing and food allowances to individuals who have displayed their overwhelming support of the Islamic Resistance Movement (Hamas) in the parliamentary election of January 2006.

Let’s review some of Barack Obama’s most recent actions since he was inaugurated a little more than two weeks ago:

. His first call to any head of state as president was to Mahmoud Abbas, leader of Fatah party in the Palestinian territory.
. His first one on one interview with any news organization was with Al Arabia television.
. He ordered Guantanamo Bay closed and all military trials of detainees halted.
. He ordered all overseas CIA interrogation centers closed.
. He withdrew all charges against the masterminds behind the USS Cole and 9/11.
. Today we learn that he is allowing hundreds of thousands of Palestinian refuges to move to and live in the US at American taxpayer expense.

Anyone else seeing a pattern here?

But, perhaps i am wasting time by being too curious and analytical? Do you think this shit might affect anybody? You think this fellow isn’t a Marxist? Or worse?

Importance Notice

After considerable thought and with an ache in my heart, I have decided that the time has come to close down the Hoax-Slayer website.

These days, the site does not generate enough revenue to cover expenses, and I do not have the financial resources to sustain it going forward.

Moreover, I now work long hours in a full-time and physically taxing job, so maintaining and managing the website and publishing new material has become difficult for me.

And finally, after 18 years of writing about scams and hoaxes, I feel that it is time for me to take my fingers off the keyboard and focus on other projects and pastimes.

When I first started Hoax-Slayer, I never dreamed that I would still be working on the project all these years later or that it would become such an important part of my life. It's been a fantastic and engaging experience and one that I will always treasure.

I hope that my work over the years has helped to make the Internet a little safer and thwarted the activities of at least a few scammers and malicious pranksters.

A Big Thank You

I would also like to thank all of those wonderful people who have supported the project by sharing information from the site, contributing examples of scams and hoaxes, offering suggestions, donating funds, or helping behind the scenes.

I would especially like to thank David White for his tireless contribution to the Hoax-Slayer Facebook Page over many years. David's support has been invaluable, and I can not thank him enough.

Closing Date

Hoax-Slayer will still be around for a few weeks while I wind things down. The site will go offline on May 31, 2021. While I will not be publishing any new posts, you can still access existing material on the site until the date of closure.

Thank you, one and all!
